asked the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will use the occasion of the election of a new director- general of UNESCO in November to rejoin that organisation; and if he will make a statement.

Our concern with the state of UNESCO has never been based on personalities. We made it clear when we withdrew from the organisation that we would require evidence of fundamental and far-reaching reforms before reconsidering our position. The appointment of a new director-general is no more than one element in the task of tackling the formidable problems that face the organisation. We shall continue to keep an open mind and monitor developments carefully.
