§ Dr. Cunninghamasked the Secretary of State for the Environment if he will publish, in relation to the exemplifications he placed in the Library on 29 June, the following assumptions for each local authority and class of local authority in England, and for local authorities in England as a whole: (a) the amount of "needs" grant, (b) the amount of "standard" grant, (c) the adult population, (d) the amount of non-domestic rateable value, (e) the amount received from the national non-domestic rate, (f) the amount of grant-related expenditure, (g) the amount of expenditure and (h) the amount of "minimum needs threshold" used to calculate the amount of "needs" grant.
§ Mr. RidleyI have today placed in the Library the figures for expenditure, grant-related expenditure, grant., non-domestic rate income, non-domestic ratea ble value and adult population which underlay the illustrative community charge figures placed in the Library on 29 June. The figure for grant has been calculated by 727W deducting from the grant-related expenditure figure the sum of £178 per adult which represents the community charge required to finance spending at the GRE level. No separate calculations of needs and standard grant were made. Nor was there any need to estimate minimum needs thresholds.
