§ Mr. MoynihanIt is the responsibility of the waste disposal authorities to license and monitor the disposal of hazardous waste. The Department has no direct locus in the licensing of disposal facilities, but Her Majesty's inspectorate of pollution continues to examine the way in which WDAs perform this function. In the course of its inspectorial functions, HMIP encourages waste disposal authorities to make whatever improvements are necessary.
