§ Mr. ChopeMy right hon. Friend the Secretary of State received over 350 representations from local authorities and from the local authority associations. In addition, he received a number of deputations from hon. Members and local authorities.
§ 45. Mr. Pikeasked the Secretary of State for the Environment whether his Department intends to introduce any changes in the use of capital receipts by local authorities.
§ 54. Mr. Jannerasked the Secretary of State for the Environment whether he will now allow local authorities to make full use of their capital receipts.
§ Mr. ChopeMy right hon. Friend has no immediate plans for any change. Authorities can already make full use of their receipts over time and I refer him to the answer given to my hon. Friend the Member for Romsey and Waterside (Mr. Colvin) today.
§ 51. Mr. Colvinasked the Secretary of State for the Environment if he will review his ruling on the use by local housing authorities of their capital receipts from the sale of council dwellings.
§ Mr. ChopeMy right hon. Friend has no immediate plans for any change. Authorities can use their receipts at any time to redeem debt or for non-prescribed expenditure such as capitalised repairs. They can use their receipts in full for prescribed expenditure but with the exception of certain categories of low-cost home ownership schemes there is a limit to the percentage of each receipt which can be spent in any one year.
