asked Her Majesty's Government:

Whether they will publish in the Official Report a statement of the policy which they follow in the drafting of legislation in respect of the inclusion or non-inclusion of this House as a body whose approval is required under the affirmative procedure for the control of delegated legislation and as a body with powers to negative such legislation under the negative procedure.

In drafting provisions prescribing affirmative or negative procedure in relation to delegated legislation, the practice of the Government, like that of their predecessors, is to refer only to the House of Commons where the instrument in question is concerned with taxation or with the imposition of charges on public funds.
