asked Her Majesty's Government:

Whether they will provide details of the precise amendments they are seeking, or have obtained, to the European Commission's proposals for anti-dumping duties on Japanese manufactured parts, particularly in order to avoid discouraging inward investment by Japanese companies and when they expect this matter to be decided on by the Community.

The amendment to the anti-dumping rules was adopted by the Council on 22nd June as Council Regulation (EEC) No. 1761/87 and came into force on 27th June. The text is available in the Library. To meet concerns about the effect on inward investment, the regulation now provides for flexible interpretation of the new rules so that the special circumstances of each case can be taken into account.
