asked the Secretary of State for the Environment what is his latest estimate of the average percentage of annual council rents uncollected by local authorities; and what is the average for the inner London boroughs.

According to the latest available comprehensive figures provided by local authorities, the average of cumulative arrears (expressed as a percentage of the annual rent collectable) for authorities in England was 5.7 per cent, and for the inner London boroughs 14.8 per cent.
