§ Mr. CryerTo ask the Secretary of State for the Home Department what representations were made to his Department by Bradford probation service regarding Sidney John Manley.
§ Mr. Douglas HoggIn October 1986 the west Yorkshire probation service sought the views of the Home Office on the possibility of recalling Mr. Manley to hospital following breach of the conditions of his probation order. It was decided that recall to hospital was not justified.
§ Mr. CryerTo ask the Secretary of State for the Home Department if, in the light of the conviction of Sidney John Manley for manslaughter, he will institute a review of release procedures from Rampton hospital and other secure hospitals to take into account representations by patients to stay inside such prisons rather than accept release; and if he will make a statement.
§ Mr. Douglas HoggA review was conducted earlier this year of the handling of Mr. Manley's case. As a result, we were satisfied that on the basis of information available at the time (which included Mr. Manley's views on his discharge to a hostel) it was right to agree to his conditional discharge from Rampton in November 1981. We were also satisfied that at no time subsequently was Mr. Manley regarded as a sufficient risk to the public to justify recalling him, under the Mental Health Act, to hospital. We are, nevertheless, looking at the case again to see if there are any lessons to be learned.
