§ Mr. NewtonThe Government's "Primary Health Care — An Agenda for Discussion" contains proposals designed to reward those doctors providing the highest standards of care and to provide incentives to others. These and other proposals in the discussion document are currently the subject of wide consultation throughout the country with both professional and lay groups. When these consultations are completed at the end of this year and the evidence has been fully considered, we intend to formulate firm proposals.
