asked the Secretary of State for Foreign and Commonwealth Affairs how United Kingdom official aid as a share of gross national product compares with that provided by other member states of the Council of Europe; and if he will specifically list those member states which provide a lower level of aid.

Mr. Chris Patten

In 1985, in terms of aid as a percentage of GNP, Britain ranked ninth out of the 14 donor countries of the Council of Europe. In absolute terms, we had the third largest programme. Donors providing less aid than Britain as a percentage of GNP were Italy, Switzerland, Ireland, Luxembourg and Spain.
