asked the Secretary of State for Scotland, further to his answer of 6 May, Official Report, column 14, if he will arrange for the full report of the Mental Welfare Commission for Scotland on its visit to the Royal Scottish National hospital at Larbert to be published.

No. The Mental Welfare Commission for Scotland is an independent statutory body and my right hon. and learned Friend has no locus to arrange publication of its internal reports. The only report which the Commission is required to publish is its annual report and that for 1985 will, I understand, deal with conditions at the Royal Scottish National Hospital. It will also acknowledge recent improvements at the hospital.
