Whether they agree with Mr. Gorbachev that the most probable result of a nuclear war would be the destruction of mankind; if so, what action they are taking, and if not, what is their own estimate of the result of such a war.

Deterrence based on the whole spectrum from conventional to nuclear forces remains the foundation for the defence of this country and its allies. NATO has pledged never to use any weapons except in response to an attack. We believe that a nuclear war should never be fought and could never be won.
