asked the Secretary of State for the Environment if he has any plans to increase control on litter being deposited from pleasure boats in rivers flowing through metropolitan areas; and if he will make a statement.

Such littering is an offence against the Litter Act 1983 and can attract a fine of up to £400; we have no plans to change the law.
