asked the Secretary of State for Scotland what assessment he has made of the response by people in Scotland to the publication of the Green Paper, "Paying for Local Government".

I have been extremely gratified by the welcome accorded in Scotland to the proposals for reform contained in the Green Paper "Paying for Local Government". In the last four weeks, they have been the subject of much public debate both in the columns of the press and on the broadcasting media. I have already received the views of a number of people, and I hope that others—including the Scottish local authorities— will take the opportunity to make constructive comments before the consultation period ends on 31 July.
