asked Her Majesty's Government:

Whether the words "the Government's reasonable requirements" in paragraph 36 of the White Paper on the Channel Fixed Link (Cmnd. 9735) mean "best practicable means" or "environmentally satisfactory means", and whether this is a matter for the Department of Transport, the Department of the Environment, or the Ministry of Agriculture, Fisheries and Food.

The "Government's reasonable requirements" in respect of spoil disposal, referred to in paragraph 36 of the White Paper on the Channel Fixed Link (Cmnd. 9735), are intended to permit an efficient programme for construction of the tunnel system while taking full account of inland and marine environmental interests and of agricultural and other planning interests. All three departments referred to have an interest in the solution adopted and will be involved in the arrangements as appropriate.
