Mr. Dewar

asked the Secretary of State for the Environment whether his Department has made any investigations into which countries use community charge or poll tax as a way of raising local revenue; and if he will list those that do together with any country where a poll tax has been used in this way but is no longer so used.

The arrangements for financing local government in other developed countries have been taken into account in preparing the proposals in the Green Paper "Paying for Local Government" (Cmnd. 9714). They are discussed in annex K. However, the Government's proposals for reform flow from our analysis of the problems with the existing arrangements in this country.

Mr. Dewar

asked the Secretary of State for the Environment if the contribution to be paid by Government Departments in terms of paragraph G.37 of the Green Paper, "Paying for Local Government", Cmnd. 9714, as a contribution in lieu of the community charge, will be based on a full payment for the average nightly population of adults staying in the Crown property concerned for the financial year in question.

Annex G, paragraph G.34 of the Green Paper indicates that we shall be consulting separately on the properties which should be liable for the collective community charge and how their liability should be assessed. Paragraph G.37 also promises separate consultation on the position of Crown property under the new system.
