§ Mr. Giles ShawUnder section 106 of the Police and Criminal Evidence Act 1984 responsibility for obtaining the views of the local community on matters concerning policing rests with the police authority in consultation with the chief constable. Home Office guidelines contained in circular 2/1985 provide for the inclusion of representatives of youth organisations in consultation arrangements. The establishment of separate forums is a matter for local decision, and I am glad to inform my hon. Friend that consideration is being given to this by the group in north Bradford.
