§ Mr. WaldegraveOn the basis of published DLO reports the total value of highways and sewerage work carried out by county councils' direct labour forces in England and Wales was some £490 million of which about 13 per cent. was won in competition. Private sector contractors carried out work valued at some £510 million. Separate figures for highway and sewerage functions are not available.
