asked the Secretary of State for the Environment what is the total value of the direct labour highways work undertaken by the English and Welsh county councils in the financial year 1983–84; and what was the proportion of that work which was won following competitive tender.

On the basis of published DLO reports the total value of highways and sewerage work carried out by county councils' direct labour forces in England and Wales was some £490 million of which about 13 per cent. was won in competition. Private sector contractors carried out work valued at some £510 million. Separate figures for highway and sewerage functions are not available.
