Mr. Deakins

asked the Secretary of State for Foreign and Commonwealth Affairs if it is North Atlantic Treaty Organisation policy to criticise all countries that disregard their obligations not to threaten or to use force on those who violate the independence, sovereignty and territorial integrity of other countries.

Mr. Luce

The North Atlantic allies condemn the threat or use of force in violation of obligations under the United Nations Charter and the Helsinki final act. In their communiqué of 14 December 1984, NATO Foreign Ministers declared that it was unacceptable that the Soviet Unioncontinues to violate the independence, sovereignty and territorial integrity of Afghanistan in disregard of these obligations.
