asked the Secretary of State for Scotland how many and which councils in Scotland operate a refuse disposal collection through contract with private companies.

Comprehensive information is not held centrally. I understand, however, that no district councils in Scotland operate their refuse collection services wholly through private companies, although some limited arrangements of this kind may exist in rural areas and on outlying islands. Clydebank, Hamilton, Kilmarnock and Loudoun, Eastwood and Dumbarton district councils contract out virtually all of their refuse disposal services to private companies.
