Mr. Robert Hughes

asked the Secretary of State for Scotland why he introduced the Peterhead Harbours (South Bay Development) Order Confirmation Bill before the transcript of the evidence given at the recent parliamentary inquiry was made available to hon. Members.

I am required by statute to submit a provisional order to Parliament in a confirmation Bill as soon as conveniently may be following an inquiry into such an order. There is no statutory requirement relating to the transcript of evidence. If, as seems likely, the Bill has to be reintroduced in November, the transcript may, however, be expected to be available.
