74. Mr. Hardy

asked the Secretary of State for Social Services if he will seek to extend the scope of mobility allowance to cover cases where there is only an ability to walk if supervised and cases where public transport is established to be unsuitable and including specifically, children suffering from Raynaud's disease.

Mr. Newton

The main medical condition for mobility allowance is that a person must be unable or virtually unable to walk because of physical disablement. The test for the allowance is always one of walking ability and there is no specific diagnostic condition which gives automatic entitlement. We have no present plans either to change the nature of the qualifying conditions for the allowance or to extend its scope.
