Mr. Caborn

asked the Secretary of State for Defence whether it is the practice for local police to be allowed on to Ministry of Defence land for the purpose of stopping protest assemblies without specific Government permission.

Mr. Lee

It is practice for Ministry of Defence land to be guarded by Ministry of Defence personnel. The civil police do not enter MOD land for the purpose of stopping protest assemblies, although under their common law powers, they may enter it without the Ministry of Defence's permission in order to deal with, or prevent, specific breaches of the peace.
