Mr. Tony Banks

asked the Secretary of State for the Environment what account was taken of the location of ex-Greater London council housing stock in the formula used to make housing investment programme allocations to individual London boroughs for 1984–85.

Sir George Young

In most cases the GLC is responsible for capital expenditure on the repair and renovation of this stock, and this liability was taken into account in determining the allocation to that authority.

asked the Secretary of State for the Environment what is the latest estimate of the total cost of renovating to modern standards the housing stock which has already been transferred and which is to be transferred from the Greater London council to the London boroughs, from the beginning of the financial year 1983–84.

The latest formal estimate prepared by the Greater London council is some £1,070 million.

asked the Secretary of State for the Environment what is his estimate of the additional number of staff that will have to be recruited by the London boroughs to enable them to continue the Greater London council's programme of renovation to the transferred housing stock in the event of the Greater London council being abolished.

My right hon. Friend will publish his estimates of the overall costs and savings associated with abolition with the explanatory and financial memorandum to the main abolition Bill.

asked the Secretary of State for the Environment how many privately owned dwellings in London were recorded by local authorities in their housing investment programme forms as being in an unsatisfactory condition on 1 April 1983; and what proportion this represented of the total privately owned housing stock in London.

The total number of private sector dwellings in London recorded by local authorities in their HIP forms as being in an unsatisfactory condition on 1 April 1983 was 493,800, which represented 27.9 per cent. of total private sector dwellings in London.
