asked the Secretary of State for the Environment what is his estimate of the proportion of local authority housing capital expenditure which was spent on the renovation of existing local authority stock in England in 1983–84; and what proportion of the general needs index used to make housing investment programme allocations was accounted for by poor quality local authority stock in 1984–85.

Local authorities' housing investment programme returns for 1984 show that 35 per cent. of their total capital expenditure in 1983–84 was on the improvement, conversion and repair of their own stock. The stock condition indicators which are used in the generalised needs index are based on the condition of all the housing stock not just that owned by local authorities. They accounted for 59 per cent. of the GNI total.
