§ Sir George YoungLocal authorities' housing investment programme returns for 1984 show that 35 per cent. of their total capital expenditure in 1983–84 was on the improvement, conversion and repair of their own stock. The stock condition indicators which are used in the generalised needs index are based on the condition of all the housing stock not just that owned by local authorities. They accounted for 59 per cent. of the GNI total.
