asked the Secretary of State for Transport what changes have occurred in the conditions of travel for elderly handicapped or blind persons on London Regional Transport since it was established; and if he has approved any such change.

The experiment, funded by the Greater London council, under which the starting time for free travel for handicapped people was advanced from 9.30 am to 9 am on weekdays, ended on 3 September. It is for the local authorities concerned to decide the extent to which they are prepared to fund concessionary travel, and the Secretary of State's approval was not required for this change.
