asked the Secretary of State for the Environment what action he takes, and what powers are available to him, to require water authorities to take responsibility for maintaining water mains and communication pipes up to the boundary of the property occupied by the user; and if he will make a statement.

Under the Water Act 1945 water authorities are responsible for maintaining water mains and communication pipes. The link from those pipes to individual properties is the responsibility of the owners or occupiers of the premises served. My right hon. Friend is aware that this sometimes causes difficulties, but he has no power to transfer the responsibility to water authorities.
