asked the Secretary of State for the Environment whether he has received any representations from the city of Manchester to extend its boundaries.

The city council's leader has written to my right hon. Friend to say he considers Manchester may be too small. Any such representations should however be sent to the Local Government Boundary Commission for England. The commission will review metropolitan districts in greater Manchester as part of its mandatory review under section 48(1) of the Local Government Act 1972, though it has been directed by my right hon. Friend to defer consideration of greater London and metropolitan areas until the period 1 April 1987 to 31 March 1992.
