asked the Secretary of State for Wales how the rural passenger will benefit from the bus-rail substitution proposals contained in "Local Choice in Public Transport."

Mr. John Stradling Thomas

No bus substitute service would be introduced before the existing statutory procedures governing the closure of the rail service concerned had been completed. Where a bus substitute service was introduced it would offer a good quality, attractive, guaranteed and, where necessary, subsidised alternative to the closed rail service.
