asked the Secretary of State for the Home Department why Mr. Trevor Phillips was appointed a member of the inquiry into the prison discipline system; and what knowledge and experience he has of the penal system.

My right hon. and learned Friend was concerned that the members of the committee on the prison disciplinary system should reflect not only knowledge of the penal system, and other relevant matters, but also a wider range of experience and understanding. He is grateful to Mr. Phillips, whose professional work has included producing television programmes on penal matters, for agreeing to serve and is sure he will make a most useful contribution.
