asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on progress at the Stockholm disarmament conference.

Mr. Rifkind

The first session of the Stockholm conference ended on 16 March. Western countries have, during this session, explained and promoted the proposals they tabled on 24 January. With the exception of Romania, members of the Warsaw pact have not so far made formal proposals. A group of neutral and non-alligned countries tabled their ideas on 9 March. Detailed negotiations have yet to begin. We and our allies will be studying others' proposals during the recess in the hope that it will be possible to make substantive progress when the conference resumes on 8 May.
