What is their view of the Dutch oil industry's proposal to site oil exploitation platforms in the traffic lanes leading to Rotterdam.

The Government are not aware of any such proposals. If they were to be formulated I would expect the Dutch authorities to draw them to the attention of all who might be concerned. But I do not think it would be sensible to form a view before then.
