Under what legal provision certain inner London councils are permitted to ban the operation of the use on cars of national permits for the disabled in their areas and to insist on local permits.

Four areas in central London are excluded from the Orange Badge Scheme under The Local Authorities' Traffic Orders (Exemptions for Disabled Persons) (England and Wales) Regulations 1971, as amended in 1975. The local schemes in these areas operate under orders made by the Greater London Council under the Road Traffic Regulation Act 1967.
