asked Her Majesty's Government:

Whether they will list the organisations and individuals that they consulted (a) during the preparation of the Housing and Building Control Bill and (b) since the Bill was introduced in the House of Commons.

The following bodies were consulted on particular aspects: (a) Prior to introduction of the current Bill in the House of Commons:

the Association of District Councils; the Association of District Councils (Wales); the Association of Metropolitan Authorities; the Building Societies Association; the Charity Commissioners; the Greater London Council; the Housing Corporation; HM Land Registry; the London Boroughs Association; the National Federation of Housing Associations; the New Towns Association; the Registrar of Friendly Societies.

(b) Since introduction of the current Bill in the House of Commons:

the Association of County Councils; the Association of District Councils; the Association of District Councils (Wales): the Association of Land-Owning Charities; the Association of Metropolitan Authorities; the British Property Federation; the Building Societies Association; the Greater London Council; the Housing Corporation; the Institute of Housing; the London Boroughs Association; the National Consumer Council; the National Federation of Building Trades Employers; the National Federation of Housing Associations; the New Towns Association: the Registrar of Friendly Societies; the Royal Association for Disability and Rehabilitation: SHAC (The London Housing Aid Centre): SHELTER.

The provisions of Parts II and III of the Bill are based on proposals put forward for consultation in Command Paper 8179 published by HMSO and generally available and on extensive consultations before and after the introduction of the Bill in the House of Commons. I have placed a copy of the list of those consulted on the building control aspects of the Bill in the Library.

Some provisions of the Bill have been included or amended as a result of the representations received from sources other than those listed above.
