asked Her Majesty's Government:

What percentage of expenditure (before the deduction of grants or other income) presently controlled by metropolitan county councils will be transferred to joint boards if the Government's proposals for reorganisation of local government are implemented; and what percentage of the remainder will be the subject of joint arrangements.

Based on 1982–83 outturn expenditure data, 55 per cent. of the metropolitan county councils' gross revenue expenditure on the rate fund and trading accounts would be controlled by joint boards under the Government's proposals for reorganisation of local government. It will be for the metropolitan districts to develop suitable arrangements for the other services for which they will assume responsibility.
