Mr. Cohen

asked the Secretary of State for Northern Ireland how many prisoners were refused compassionate parole on the death of members of their families in 1983; what were the reasons in each case; and if he will make a statement.

Mr. Scott

During 1983, six prisoners who met the criteria for consideration for compassionate home leave on the death of members of their immediate families had their applications refused.

Each application is considered on its merits. I am not prepared to give reasons for refusal in particular cases, but considerations of security, and the risk that prisoners may abscond if granted leave, are among the factors taken into account.
