§ Mr. MacfarlaneThe Government remain firmly committed to the three basic objectives for the region's development set out in my right hon. Friend's predecessor's letter of 7 August 1980. The advice on the impact of the M25 contained in my right hon. Friend's recent draft letter to the chairman of the standing conference is intended to supplement, but not replace, that guidance. The need for further updating will be kept under review.
