Mr. Nellist

asked the Secretary of State for the Environment if he will give his Department's estimates of (a) savings and transitional costs in the first year after abolition of the metropolitan county councils, (b) the savings thereafter and (c) the initial costs to be borne by ratepayers in the areas concerned.

It is not possible to give detailed estimates at this stage. Much will depend upon decisions to be made by the district and borough councils.
