§ Dr. Cunninghamasked the Secretary of State for the Environment if he will publish those authorities in 1983–84 which (a) budgeted to spend above grant-related expenditure, (b) budgeted to spend above target, (c) increased their rate or precept by more than 5 per cent., (d increased their net current expenditure by more than 79.1 per cent. since 1978–79 and (e) increased their current expenditure by more than 13 per cent. since 1981–82.
