Mr. Ralph Howell

asked the Secretary of State for the Environment if he will publish figures, for each year since 1979, showing the total number of recipients of rent rebates and allowances and of rate rebates; and what information he has as to the numbers of such recipients in full-time work and those dependent on social security.

Total numbers of households in England and Wales receiving rent rebates, rent allowances and rate rebates, and of households on supplementary benefit, in the years up to 1982 appear in table 11.3 of "Housing and Construction Statistics 1972–82" which is available in the Library. Provisional estimates of those receiving rent assistance by housing benefits in May 1983, based on information collected by CIPFA, are as follows:

asked the Secretary of State for the Environment if he will publish the information relating to the financial years 1983–84 and 1984–85 contained in table 2.18.2 of Cmnd. 9143-II in cost terms consistent with the same years in table 1.14 of Cmnd. 9143-I.

The cash figures for 1983–84 and 1984–85 in table 2.18.2 of Cmnd. 9143-II can be converted to cost terms (base year 1982–83) by dividing by 1.05 and 1.1025 respectively. These factors are based on the assumption that the GPD deflator increases by some 5 per cent. in 1983–84 and 1984–85, as stated in the Autumn Statement 1983, paragraph 1.48.
