asked the Secretary of State for the Environment if he will publish a table showing the average rate poundages charged by borough and district councils in the most recent year for which figures are available and for each of the previous four years; and if he will supply the comparable figures for the Southend borough council.

The average local rate poundages for non-metropolitan borough and district councils and for Southend borough council are as follows:

provisions contained in schedule 2 to the Rates Bill will enable valuation officers to treat a group of moorings as a single hereditament in the occupation of the owner. This will make it easier for valuation officers to raise assessments, and for rating authorities to collect rates on moorings. We have no estimates of the increase in local authority revenue that might result from this provision.
