Mr. Norman Atkinson

asked the Secretary of State for the Environment if he will advise all local authorities which still have a 1983–84 capital account under spend to consider placing contracts for new and replacement street lighting and housing estate lighting, in view of the consequential reductions to their revenue account expenditure due to energy saving.

It is for local authorities to determine their own priorities for capital expenditure within the total resources available to them. In doing so, they will no doubt bear in mind the advantages of achieving cost and energy savings among other factors.
