§ Mr. MacfarlaneThe draft circular on the memorandum on structure and local plans and green belts issued for consultation in August 1983 reaffirmed the Government's commitment to the development control advice set out in MHLG circular 42/55. Circular 42/55 establishes a general presumption against industrial and commercial development in the green belt.
