asked the Secretary of State for Social Services what would be the cost of raising the national insurance contribution's lower earnings limit to the level of the single person's personal allowance for income tax.

Mr. Whitney

The cost of raising the lower earnings limit for national insurance contributions to £38.40 (the weekly equivalent of the single person's personal tax allowance) would be £20 million in 1984–85. This figure assumes the upper earnings limit would be unchanged.
