There have been a number of studies in recent years which indicate that the employment prospects of young people have been adversely affected by high levels of earnings relative to adults. These include work within the Department which is summarised in Department of Employment research paper No. 42. A survey of international evidence, published in the OECD "Employment Outlook" of September 1984, reached similar conclusions.
