§ Mr. LuceFurther progress has been made towards a treaty, but more slowly than we would have wished. Key problems of verification remain to be resolved. When the negotiations resume in January we trust that other countries, including the Soviet Union, will join us in showing the flexibility and determination needed to achieve a total ban.
