§ Mr. LuceThe European Community wishes to see the earliest possible end to this tragic conflict and believes that the differences between Iran and Iraq must be resolved through dialogue and negotiation. On 4 December leaders of the Ten announced that they would continue to work for an early, just and honourable settlement and would give full support to any efforts to limit the scope of the conflict.
