§ Mr. AncramOn 29 November I announced a package of measures for improving the building control system in Scotland, including a re-assessment of the technical content of the building standards regulations. The regulations relating to the conservation of fuel and power, and the possibility of extending these to ground floor insulation, will be covered by these studies.
§ Mr. Willie W. Hamiltonasked the Secretary of State for Scotland if he will publish a list of the names of those local authorities and other organisations which have protested to him about the proposed amendments to Part Q of the Building Standards (Scotland) Regulations 1981 and 1982; and what reply he has made to them.
§ Mr. AncramThere have been 69 replies from individuals, local authorities and other organisations212W commenting on these proposals. Many responses contain degrees of criticism and approval of individual parts of the proposal, and it would be misleading to classify them simply as protests or endorsements.
All responses will be carefully considered and, except where confidentiality was specifically requested, responses can be inspected on open file in the Scottish Office Library at St. Andrew's House. They will be taken fully into account in the preparation of the Government's detailed conclusions which will be announced in due course.
