asked the Secretary of State for Transport (1) what assessment he has made of the effect on traffic volumes and speeds of his proposals to improve the south circular road;

(2) if he will list the improvements planned for the south circular road;

(3) what assessment he has made of the effect on local residents of his proposals to improve the south circular road.

The hon. Member will see from our proposals that his questions are premature. An early, full and careful assessment of what can be done to handle traffic better on this key route and to improve environmental conditions will be of great benefit to local residents.
