What is the present state of the negotiations between the European Community and Spain about Spanish accession as it affects the Common Fisheries policy, bearing in mind the scale of Spain's fishing effort and earlier experiences when fishing matters were not given the attention they required.

Negotiations with Spain on the Fisheries Chapter are at a very early stage. The Community has not yet elaborated its position in any detail, although it has made plain to Spain that she will have to accept theAcquis as it stands on accession. We and the other member states are conscious of the potential impact of the present Spanish fleet and detailed arrangements to be negotiated will need to take this into account.
